Cupcakes Don't Stop Missiles: Why Layers Win

Ask a baker, a therapist, or an air defender what separates the resilient from the fragile, and you'll get the same answer: layers. It's about the closest thing air defense has to a law of physics, and anyone who has ever watched a raid count climb past a hundred knows it in their bones.
The alternative is point defense, and point defense is a cupcake. Looks great on the table. Satisfying in the moment. But it feeds exactly one person, and when it's gone, it's gone. A layered defense is a wedding cake: multiple tiers, each doing its own job, each catching what the tier above it missed. Nobody stands in front of a wedding cake and asks whether one big cupcake would be more efficient. Yet somehow we have that exact argument in defense circles every budget cycle.
This Isn't New. It's Doctrine.
None of this is a revelation, and I want to be honest about that up front. Joint Publication 3-01, Countering Air and Missile Threats, has preached integrated, layered defense for decades. The Army's FM 3-01 gives us the employment principles I memorized as a lieutenant and can still recite half asleep: mass, mix, mobility, integration. Then it doubles down with employment guidelines that read like a manifesto against the single-system solution. Defense in depth. Mutual support. Overlapping fires. Balanced fires. Weighted coverage. Early engagement.
Notice what's not on that list. There is no principle called "buy one exquisite thing and hope." Mix means different systems with different strengths, so the enemy can't solve your entire defense with one countermeasure. Defense in depth means you engage the threat early, engage it often, and engage it again, so no single failure becomes a catastrophe. Doctrine wrote the recipe a long time ago. The last three years put it in the oven.
Three Years of Receipts
Ukraine is the most-watched air defense laboratory in history, and its central lesson is that survival came from a patchwork quilt, not a silver bullet. Patriot handles the ballistic missiles. NASAMS and IRIS-T work the cruise missiles. Gepards, mobile fire teams, and electronic warfare grind down the Shahed swarms. Not one of those systems saves Kyiv by itself. All of them together, netted into a common air picture, do. Russia opened the war trying to rip that network apart and never fully managed it, and plenty of analysts have named that failure as a reason Moscow never gained air superiority over a country it outspends many times over.
Then April 2024 gave us the cleanest live-fire demonstration of layering ever conducted. Iran threw roughly 300 ballistic missiles, cruise missiles, and one-way attack drones at Israel in a single night. A coalition of Israeli, American, and partner systems, from fighters to ships to Arrow to THAAD, intercepted nearly everything. Gen. James Hecker's public takeaway said it plainly: layered defense matters, because only a handful of hundreds got through.
The twelve-day war in June 2025 stress-tested the full stack at a scale nobody wanted. Arrow 3 and SM-3 up high, THAAD underneath them, David's Sling and Patriot below that, Iron Dome cleaning up the short-range fight. It worked. It also burned interceptors at a rate that should keep every planner awake at night. Hold that thought.
Then Came Epic Fury
If the last three years were the coursework, Operation Epic Fury was the final exam. And the results deserve an honest read, not a victory lap.
The layered architecture delivered. Gulf Cooperation Council states logged more than 2,150 interceptions in the opening days by one press count, and the combined defense operations cell in Qatar was credited with better than a 90 percent intercept rate against ballistic missiles through layered Patriot coverage and high-fidelity radars. Volleys that would have flattened an undefended base were absorbed. The layers held.
But the seams are the story. Coalition air defenses largely fought as national systems operating in parallel. Each partner stared at its own radar picture. Nobody was sharing fire-control-quality tracks in real time. So you got duplicative engagements: two batteries killing the same missile, the wrong shooter taking the shot, interceptors burning at rates the industrial base cannot replace on any timeline that matters. The UAE alone reportedly went through around 200 interceptors in the first few days. And in the most sobering moment of the campaign, Kuwaiti operators working a cluttered picture misidentified a flight of U.S. F-15Es as inbound threats and engaged them.
I've stood in a crowded operations center when the picture got messy. This is not an academic problem, and it doesn't care how good your individual systems are.
So here's the real lesson. Epic Fury didn't discredit layered defense. It proved something doctrine has whispered all along: the layers are not just the shooters. The command and control that fuses them into one coherent picture is itself a layer, and probably the load-bearing one. A stack of world-class systems that can't see each other isn't a wedding cake. It's a table full of cupcakes wearing a trench coat.
Layers Are Also Economics
The Red Sea taught us what happens when your only answer to a $20,000 drone is a multimillion-dollar missile. You win every engagement and lose the ledger. A layered architecture isn't just about probability of kill. It's about matching the cost of the shot to the cost of the threat. Guns and directed energy for the cheap stuff. Short-range interceptors for the medium stuff. The exquisite rounds held in reserve for threats that actually justify them. Point defense forces your most expensive magazine to answer every knock at the door. That's like sending your lawyer to sign for every Amazon package.
A colleague of mine likes to ask a simple question: what happens when the missiles run out? Layers, integrated layers, are how you make sure they run out later. Or never.
People Have Layers Too
I'll get slightly philosophical here, because leadership is the other thing I write about, and I can't help myself. The best leaders I served with were layered people. They had a technical layer, a tactical layer, an emotional layer, and a sense-of-humor layer, and when one got penetrated on a bad day, the others held. The most brittle leaders were point-defense personalities. One impressive trait, aimed in one direction, completely defeated by any problem approaching from a different azimuth. If you've ever worked for someone who was brilliant at PowerPoint and helpless at everything else, you've watched a single-layer defense get saturated in real time.
Nations, architectures, and people fail the same way. Not because a layer broke, but because there was nothing behind it.
The So-What
The temptation toward point defense never dies, because point solutions demo well and fit neatly on a budget line. I get it. But three years of open-source combat data, capped by the largest air and missile defense fight since Desert Storm, say what doctrine has said since before I was commissioned. Buy the mix. Net the sensors. Integrate the command and control so the layers fight as one system instead of a stack of stovepipes, because Epic Fury just showed us exactly what parallel stovepipes cost. Train the operators, because a layered architecture run by an unprepared crew is expensive scaffolding. And fund the magazines, because depth of inventory is a layer too.
Cakes have layers. Good leaders have layers. The forces that endure the first hour, the first week, and the first thousand drones of the next war will have them too.
The cupcake people mean well. Don't build your air defense like one.
